Because for me it’s more important to have 1.000 followers that are interested in your posts that have 10.000 and when you have a new post you will get 10-20 likes and 0 comments.

Think about you have a new page that is getting 10.000 followers, you are posting every day about 3-5, you are giving your time to the Instagram and I think that you are doing this to get your audience because you can monetize them.
